I have never worked anywhere, and I have worked in corporate when I was a young one, where suggestion boxes worked. Usually, people wrote things to criticize others in the business - more of a 'tattletale' kind of thing happened. Most businesses don't really want to know what you have to say - with exceptions, of course.
